Why the distribution rate and the SEC yield are so different

They measure different things. The distribution rate annualises the latest payout against the share price. The SEC 30-day yield is a standard formula that counts only the fund's net investment income, such as dividends and interest, after expenses. Option premium is not included in it, so for option-income funds the two figures are usually far apart.

What happens to the price on the ex-date

On an ex-date the payout leaves the fund, so the price usually falls by about that amount. Over TEST's last 12 ex-dates the closing price fell a median $0.24, against a median payout of $0.18. The price also moves with the market on the day.
